Recommendation and Proposed Motion

Recommendation:  Staff requests direction regarding the establishment of full and unrestricted automatic aid to Truckee Meadows Fire Protection District as recommended in Item #21 in the CPSM Analysis.

 

Proposed Motion:  I move to direct staff to take necessary steps to evaluate recommendation #21 and report back to Council on the most viable alternative(s) for the implementation of this recommendation.

Summary:  Staff requests direction regarding Recommendation #21 of Operational and Administrative Analysis of the Reno Fire Department (RFD) by the Center for Public Safety Management, LLC (CPSM) relating to unrestricted automatic aid to Truckee Meadows Fire Protection District (TMFPD).

 

Discussion:   In the course of their analysis, CPSM recommended that RFD reestablish a full and unrestricted automatic response arrangement, referred to as Automatic Aid, with TMFPD.  Automatic Aid is assistance that is dispatched automatically by contractual agreement between two fire departments. 

 

A Cooperative Agreement between TMFPD and the City of Reno is currently in effect and was updated on June 13, 2019.   The Agreement provides automatic aid response for fires only in limited response areas within the Reno/TMFPD jurisdiction and was established as a result of SB 185 in 2015.  While SB 185 expired on June 30, 2017, Reno and TMFPD have continued with the Cooperative Agreement.

 

Under this Agreement, automatic aid is provided at no cost for the first 12 hours of response.

Financial Implications:  None at this time.
