Recommendation and Proposed Motion

Recommendation:  Staff recommends that Council adopt the Resolution and that Council refer Ordinance No.________ to the Committee of the Whole.

Summary: Council is requested to adopt a Resolution dispensing with protests made at the Public Hearing for the City of Reno, Nevada 2020 Special Assessment District No. 1.  The district is comprised of four street projects consisting of 16 street segments, all within one Special Assessment unit.  Council is also being asked to create the “City of Reno, Nevada 2020 Special Assessment District No. 1” and refer the ordinance for adoption.

 

Previous Council Action:

December 11, 2019              Council adopted Resolution No. 8751 making a provisional order

                                        regarding the acquisition and improvements for the “City of Reno,

                                          Nevada 2020 Special Assessment District No. 1.”

 

November 13, 2019              Council adopted Resolution No. 8741 directing the City Engineer to

                                          prepare and submit cost estimates and plans all in connection with the

                                          “City of Reno, Nevada 2020 Special Assessment District No. 1.”

 

Background:  Preliminary plans, plats, and cost estimates regarding the proposed City of Reno, Nevada 2020 Special Assessment District No. 1 were filed with the City Clerk on December 10, 2019.  The district is comprised of four street projects consisting of 16 street segments, all within one Special Assessment unit. 

 

Financial Implications:  The estimated total cost of the Assessment District is $460,916.17.  Due to the relatively low cost of the overall project, staff recommends the funding to be covered by the Street Fund and reimbursed by the assessments authorized in this Special Assessment District.  This manner of funding is consistent with past Special Assessment Districts, where it has been determined that the amount of the project is not sufficient to make bond issuance feasible.  These funds will not be available for other City street projects until paid back by the assessment district.

 

Legal Implications:  The City is empowered under NRS 271.265, et seq., to create Special Assessment Districts, and to levy assessments to defray all or a portion of all costs associated with acquiring or improving any project authorized under the statute.
