Summary: This proposed resolution will establish the North Valleys Water Management Subcommittee.

 

Previous Council Action: 

August 5, 2019 - Council approved the formation of a subcommittee for oversight of projects related to North Valleys water management.

 

Discussion:  The City of Reno has approved a resolution guiding responsible and well-managed growth related to the Reno-Stead Wastewater Reclamation Facility (RSWRF) sewer shed. Along with this approval of this resolution, Council elected to form a subcommittee to be made up of three members of the Reno City Council. This committee was planned to act in an advisory capacity to the Council only.

 

It is recommended that a resolution of the Council be adopted to formally recognize the functions of the North Valleys Water Management Subcommittee. Council will then appoint three members to serve on the Subcommittee. The Subcommittee will return to Council in the future with bylaws for their governance.

Ordinance or Resolution

RESOLUTION OF THE RENO CITY COUNCIL CREATING THE NORTH VALLEYS WATER MANAGEMENT SUBCOMMITTEE.

 

WHEREAS, the mission of the City of Reno is "Creating a community that people are proud to call home"; and

 

WHEREAS, a strategic priority of the City of Reno is a "Well-managed Growth"; and

 

WHEREAS, provision of public infrastructure for the betterment of industry and the populace is a fundamental responsibility of local government; and,

 

WHEREAS, Section 2.140 and Section 6.010 of the Reno City Charter gives the Reno City Council the ability to undertake activities and projects in support of drainage, sanitary sewer, and storm sewer; and

 

WHEREAS, the Reimagine Reno Master Plan set forth the guiding principle of Responsible and Well-managed Growth, which addresses growth management, pattern of growth, regional collaboration, infrastructure and services, and sustainable development practices; and

  

WHEREAS, the Reno City Council has identified a Tier 1 Priority of “Implement the Sewer Plan” for 2019; and

 

WHEREAS, on August 5, 2019, the Reno City Council directed the formation of a subcommittee for oversight of projects related to North Valley water management.

 

NOW, THEREFORE, BE IT RESOLVED THAT by the Reno City Council:

 

Section 1.              The City Council hereby finds that the foregoing recitals are true and correct and are incorporated by reference.

Section 2.              The North Valleys Water Management Subcommittee (the “Subcommittee”) is hereby established.

Section 3.              The Subcommittee shall serve in an advisory capacity to the Council and provide input related to costs of improving and maintaining facilities for drainage, sanitary sewer, and storm sewer in the North Valleys.

Section 4.              The Subcommittee shall in part consist of three Council Members appointed by the City Council.

Section 5.              Any vacancy on the Subcommittee shall be filled by appointment by the City Council.

Section 6.              The Subcommittee meetings shall comply with Chapter 241 of the NRS, commonly known as the Open Meeting Law.

Section 7.              The Subcommittee may serve as a forum for supplemental public comment to improve communication between the City and the community for issues related to drainage, sanitary sewer, and storm sewer in the North Valleys.

Section 8.              The Subcommittee shall be a resource to City agencies and departments and used when appropriate to solicit input and participation to ensure inclusion of all citizens and businesses in the City.

Section 9.              The Mayor, City Manager, members, officers, employees and agents of the City are hereby authorized and directed, jointly and severally, to do any and all things as may be required and otherwise to give effect to, carry out and comply with the terms and intent of this Resolution, and to take all necessary and appropriate actions to effectuate the intent of this Resolution.

Section 10.              This resolution shall take effect immediately upon its passage.
