Recommendation and Proposed Motion

Summary: The City of Reno and the Reno Police Supervisory/Administrative Employees Association, Lieutenant’s Unit (RPSAE-LT), have reached a Tentative Agreement on a Collective Bargaining Agreement (CBA) for the three-year period of July 1, 2019 through June 30, 2022. The CBA was approved by the membership of the RPSAE-LT and is being presented to Council for review and potential approval.

 

Previous Council Action:  In 2016, Council approved a three-year agreement between the City and the RPSAE-LT. That agreement covered the period of July 1, 2016 through June 30, 2019.

 

Discussion:  The tentative CBA provides for coverage through June 30, 2022. The Tentative Agreement was approved by the membership of the RPSAE-LT and is being presented for consideration and possible approval by Council. The proposed CBA will cover the period from July 1, 2019 through June 30, 2022.

 

The notable changes in the Tentative Agreement are as follows:

 

·         Article 9 – Vacation

o       Effective January 1, 2021 the vacation benefits schedule on the amount of hours earned will change to 6, 7, 8, and 9 hours respectively.

 

·         Article 10 – Sick Leave

o       Change to the sick leave Article allowing cash out in excess of 450 hours twice during employment with a maximum of 575 hours for each cash out.

 

·         Article 16 – Salaries

o       Effective September 27, 2019 and after Council adopts the Agreement, the Classifications listed in Appendix B 2 will be increased 2.5 percent.

o       Upon ratification by Council, each employee as of July 26, 2019 operating under this Agreement will receive a one-time payment of $1,624. This will be paid no later than the first paycheck after September 30, 2019.

o       Effective the first full pay period in July 2020, the Salary Appendix will increase 2.5 percent.

o       Effective the first full pay period in July 2021, the Salary Appendix will increase 2.5 percent.

o       An additional change included in the Article is a provision that salaries included in the Agreement shall be subject to a negotiations reopener in the event of a recession, as defined by the Federal Reserve, which is two consecutive quarters of negative growth in the United States economy.

 

·         Article 22 – Uniform Allowance

o       Effective July 1, 2021, the base wage shall increase by 1.5 percent in lieu of any cash sum payment of Uniform Allowance.

 

·         Article 30 – Effective Date and Duration

o       The CBA shall be in force and effect July 1, 2019 and shall remain in effect through June 30, 2022.

o       Language pertaining to SB 241 has been removed.

 

Financial Implications:  Total additional costs of the contract to the City for the three-year duration are approximately $88,385 in FY 19/20, $218,382 in FY 20/21 and $375,203 in FY 21/22. This is a total of $681,970 increase over the three-year contract period and currently covers 13 positions. There are sufficient funds in the FY 19/20 budget to cover the increased salaries and related benefits for the current year.
