Recommendation:  Staff recommends approval of the interlocal agreement with RTC for enhancements to be installed with RTC's Virginia Street Bus RAPID Transit project in Midtown.

Summary: Staff recommends the approval of the Interlocal Reimbursement Agreement with RTC for $222,600 for enhancements related to the Virginia Street Bus RAPID Transit Project in MidTown. 


Previous Council Action: 

April 10, 2019 – Council approved $300,000 from Room Tax for enhancements associated with the RTC’s Virginia Street Bus RAPID Transit Project. 


March 13, 2019 – Council approved an interlocal agreement with RTC for $120,000 in funding associated with artistic bike racks and seating benches.


Background: The MidTown area of Virginia Street has an organic and eclectic nature.  The Regional Transportation Commission (RTC) project plans for the street reconstruction contain the basic elements of a typical streetscape such sidewalk, asphalt, curb and gutter, traffic control and traffic signal upgrades. 


The RTC project will also include the following items, which are not included in a standard street rehabilitation project:

·         Widened sidewalk

·         Colored concrete

·         Decorative street lighting

·         Banner arms on street lights

·         Funding for bike racks and benches

·         Conduit for electrical outlets at trees

·         Street trees and irrigation

·         Roundabout landscaping

·         Art foundations and utilities


Discussion: Council authorized funding for additional enhancements beyond what was provided in the RTC project.  Staff formed a Design Review Committee (DRC) of MidTown stakeholders to review and prioritize enhancements to be added to the MidTown portion of the project.  Over the course of four meetings, the MidTown DRC prioritized the use of the funds.  Since that time, staff has worked with RTC to develop an interlocal agreement to facilitate the purchase and installation of the enhancements that must be installed with the street project.  The interlocal agreement was approved by the RTC Board on August 16, 2019. 


Staff will be working with various vendors to procure the remainder of the items in accordance with City policy and Nevada Revised Statutes 332

Financial Implications:  Funding previously approved from Room Tax Fund.


Legal Implications:  Pursuant to the terms of the agreement, RTC will perform the requested City improvements listed above, and the City will reimburse RTC for the cost of the improvements.
