Recommendation and Proposed Motion

Recommendation:  Staff recommends Council approve the lease agreement between the City of Reno and Truckee Meadows Water Authority (TMWA) and authorize the Mayor to sign.

 

Proposed Motion:  I move to approve staff recommendation.

Summary: Council is asked to approve a Lease Agreement with the Truckee Meadows Water Authority for parcel number APN 008-382-01, also known as 1905 East Fourth Street. The land would provide space for volunteer groups to provide meals to individuals and families who are food insecure. The land’s sole use would be as the Nutrition Site providing consistency for those utilizing the food service. The Nutrition Site would also allow for food service to move from the Community Assistance Center (CAC) campus which was recommended by OrgCode.

 

Background: Meal services are currently being provided on the CAC campus daily. The meal services bring an influx of up to 400 people onto the campus creating security concerns. By moving the meal services to a designated Nutrition Site the City of Reno can provide a designated space for meal service away from the CAC campus which primarily provides shelter for those in need. One of the recommendations made by OrgCode during their study of our region’s homeless delivery system was to move the meal service site from the CAC campus.

 

Discussion:  Food insecurity is a growing problem in the Reno/Sparks area.  In recognizing this issue, volunteer groups have committed their time to help provide meals to individuals and families facing food insecurity in our region.  The purpose of the Nutrition Site is to create an opportunity for volunteer groups to serve a daily meal to individuals who are food insecure. The Nutrition Site will provide a location separate from the Community Assistance Center.

 

The site will be available from 5:00 pm to 8:00 pm daily for meal delivery.  Volunteer groups will be required to prepare all food off-site, and all participating groups should be aware that this is not a restaurant or catering facility, but a meal delivery service provided on a voluntary basis.  No open flame, barbeques, or amplified music will be allowed at the meal sites.  In recognizing the volunteer groups are providing a necessary service to those in the community that are food insecure, the volunteer groups will be encouraged to operate independently and take ownership of the integrity of the meal site.  The site may only be used for these nightly meals.

 

Financial Implications:  The lease requires a base rent payment by the City of $1 per year and the responsibility of operating costs, if any.  Additionally, there is a one-time payment due to TMWA to secure their adjacent property and/or water system that shall not exceed $5,000. Staff is working with partner agencies to share the cost, with the City’s portion being paid from VA funds.
