Recommendation and Proposed Motion

Recommendation:  Staff recommends Council approval to purchase Sternberg Lighting Standards, for an amount not to exceed $97,518.75, in accordance with NRS 332.115(1)(a), and authorization for the Public Works Director to sign the purchase order(s).


Proposed Motion:  I move to approve staff recommendation.

Summary: Staff is requesting approval for the purchase of 35 Sternberg Street Lighting Standards for the Public Works Department.  Pursuant to Nevada Revised Statutes (NRS) 332.115(1)(a) the purchase of Sternberg Street Lighting Standards is not adaptable to competitive bidding and are available from Associated Lighting Representatives, Inc., in an amount not to exceed $97,518.75.


Background:  In 1996, the Council adopted the City of Reno Redevelopment District Streetscape Master Plan to establish and clarify the extent of sidewalk improvements within the public right-of-way with respect to pavement treatment, landscaping, lighting fixtures and street furniture. This document was adopted to establish streetscape standards to strengthen the identity of the downtown area by providing a common linkage of streetscapes in creating a visually interesting and appealing streetscape for both pedestrian and vehicular traffic.  Specifically, the “1910” double candy-cane standard, by Sternberg Lanterns, was adopted for use within the downtown district.


Discussion:  As the City’s downtown street lighting standards are now approaching 20 years of service, some of the standards are in need of replacement.  Staff has identified specific standards that are approaching failure, or have failed.  Representatives from Sternberg Lighting (fka Sternberg Lanterns) reviewed some installations with staff, and offered a 25 percent discount for replacement lighting standards through 2018.  This request presented before Council, for the purchase of 35 lighting standards, is to replace standards identified as approaching failure, as well as to maintain an inventory to replace future knockdowns.


Financial Implications:  Funding for this purchase has been allocated within the Fiscal Year 17/18 Room Tax Fund as identified in the Capital Improvement Plan


Legal Implications:  Pursuant to NRS 332.115(1)(a), this purchase is not adaptable for competitive bidding.

The Council upheld the staff recommendation.
