Recommendation and Proposed Motion

Recommendation:  Staff recommends Council award the contract to Bruce Purves Construction for the Traner Pool Repairs and Enhancements in an amount not to exceed $1,225,013 and authorize the Mayor to sign the contract.

 

Proposed Motion:  I move to approve staff recommendation.

Staff Report Formal Body

Summary: Bids for Traner Pool repairs and enhancements were opened on December 7, 2017.  Bruce Purves Construction submitted the best bid pursuant to NRS 338.147 as shown on the attached bid summary. Staff recommends Council award the contract to Bruce Purves Construction for Traner Pool repairs and enhancements in an amount not to exceed $1,225,013.

 

Previous Council Action:

July 19, 2017 – Council approved a consultant agreement with Architects + in the amount of $110,000 for design of the project.

 

Background: The Traner Pool facility was built in 1973. The facility includes eight 25-yard swim lanes, a double flume slide, a spray park, and two buildings (a restroom/locker room and a mechanical room). Traner Pool is an outdoor facility and operates during the summer months only. The Traner Pool facility was severely vandalized in March 2017 with significant damage occurring to the mechanical and electrical equipment. The facility is currently not in operation due to the damage that occurred.

 

Discussion:  This project includes new boiler equipment, the chemical system, the HVAC system, and electrical wiring.  In addition, the project includes improvements necessary for compliance with the American Disabilities Act (ADA), replacement of the main roofs, lighting upgrades, replacement of the perimeter drains around the pool, installation of ventilation in the chemical storage rooms, additional perimeter fencing with angled security wiring, the addition of security cameras, and upgraded alarm system.

 

The enhancements of the project include an improved spray pool area with more interactive play features, and new signage and landscape improvements to the front entrance of the facility.

 

Funding for this project will come from $285,000 in Community Development Block Grant Funds (CDBG), $200,000 Insurance Reimbursement and a total of $875,350 in generous cash donations from:

Financial Implications:  Funding for this project has been budgeted from Community Development Block Grant Funds (CDBG), insurance reimbursement, and cash donations from: Pennington Foundation, Northern Nevada Building & Construction Trades Council Development Corporation via the Community Foundation of Western Nevada, Lifestyle Homes and members of the public.

 

Legal Implications:  The Contract was competitively bid in accordance with Chapter 338 of the Nevada Revised Statutes (NRS).  NRS 338.147 provides that a local government shall award a contract for a public work for which the estimated cost exceeds $250,000 to the contractor who submits the best bid pursuant to the requirements established in Chapter 338.147.
