Recommendation and Proposed Motion

Recommendation:  Staff recommends Council approve the purchase of a pre-fabricated restroom building using the joinder provision of the National Joint Powers Alliance Contract #030117-CXT, Inc in the amount of $47,537 plus a five percent contingency for a total not to exceed amount of $49,914 using Residential Construction Tax Funds District 2, and authorize the Parks Manager to execute the purchase order.

Summary:  Staff requests Council approval for the purchase a pre-fabricated restroom building from CXT, Inc., for Somersett West Park using the National Joint Powers Alliance (NJPA) Contract #030117-CXT for an amount not to exceed $49,914The NJPA contract expires on April 14, 2021This park project was approved by Council in the Fiscal Year (FY) 16/17 CIP Budget in the amount of $850,000. Those unspent funds are carried forward for expenditure in FY 17/18.

 

Discussion:  Staff anticipates beginning construction of Somersett West Park in summer 2018.  This timing is to coordinate with Toll Brothers anticipated road construction of Hawk Meadow Trail, which will provide access to the park as part of their development of Somersett Unit 6.  The site plan for the park includes a single user, unisex restroom similar to the unit at Somersett East Park.  The City has purchased pre-fabricated restrooms from CXT for Double Diamond and Cyan Parks and has found them to be more competitively priced as compared to other restroom options while providing a quality product with strong vandal resistance.  Since there is a 90-120 day lead time from order to delivery, staff purchases the building in advance so that it is ready for delivery at the beginning of the construction period.

 

The contract price for purchase, delivery and setup is $47,537.  Staff adds a five percent contingency to allow for any changes which may be necessary based on final park plans and site constraints, for a total amount not to exceed $49,914.

 

Financial Implications:  The adopted FY 16/17 CIP budget included $850,000 for construction of Somersett West Park from Residential Construction Tax District 2Those unspent funds are carried forward for expenditure in FY 17/18.

 

Legal Implications:  NRS 332.195 allows local governments to join contracts issued by another governmental entity.   The purchase of this restroom from CXT, Inc. falls within this provision as they have offered NJPA pricing on this unit.
