Recommendation and Proposed Motion

Recommendation: Staff recommends Council approval to purchase one Chevrolet Equinox utility vehicle and one Chevrolet Silverado truck from Champion Chevrolet and one Ram truck from Carson Dodge utilizing State of Nevada Vehicle Contract #8475; two Dodge Charger police cars from Carson Dodge utilizing State of Nevada Vehicle Contract #8477; and two skid steer loaders utilizing the National Joint Powers Alliance pursuant to NRS 332.195 (Joinder) in an amount not to exceed $382,000 and authorize the City Manager or her designee to sign the purchase order.

Summary: Staff is requesting approval to purchase one Chevrolet Equinox utility vehicle and one Chevrolet Silverado truck from Champion Chevrolet and one Ram truck from Carson Dodge utilizing State of Nevada Vehicle Contract #8475; two Dodge Charger police cars from Carson Dodge utilizing State of Nevada Vehicle Contract #8477; and two skid steer loaders utilizing the National Joint Powers Alliance pursuant to NRS 332.195 (Joinder) in an amount not to exceed $382,000.

 

Background:  Due to the Fiscal Year (FY) 18 budget adoption, a code compliance officer, senior irrigation technician, six police officers, and a maintenance technician were added to City staff.  These positions require that additional equipment is needed in Fleet Management for these positions to fulfill their daily work assignments.  Additionally, two skid steer loaders were approved as part of the budget adoption to help with weed abatement, ditch and drainage maintenance, and asphalt repair and replacement within Public Works.

 

Discussion:  Pursuant to City Policy 305, Public Works Fleet Management will administer the purchase of new pieces of equipment. Fleet Management has determined the Chevrolet Equinox, Chevrolet Silverado, Ram truck, Dodge Charger, Case TV380 and Cat 272D2 XHP skid steer loaders to be the most economical and effective equipment for meeting the needs of the departments.

Financial Implications:  Funding for this purchase has been allocated in the approved FY18 budget (General Fund, Sewer Fund, and Street Fund).

Legal Implications:  NRS 332.195(1)(a) allows local governments to join the contracts of other government entities within or outside the State of Nevada, provided that the contracting vendor authorizes such joinder. State of Nevada Vehicle Contract #8475 and # 8477 and the National Joint Powers Alliance allow and provide for government entities to participate in the existing contract.
