Recommendation and Proposed Motion

Recommendation:  Staff requests that City Council provide direction on the construction of temporary fields at Moana Springs Park.  

 

Proposed Motion:  I move to approve the staff recommendation.

Staff Report Formal Body

Summary: During the June 4, 2017 City Council meeting, Great Basin Youth Soccer League (GBYSL) requested that the City consider building temporary soccer fields at Moana Springs Park, on land that the City currently has an exclusive lease with Sierra Nevada Community Aquatics (SNCA).  City Council directed staff to take the proposal to the Recreation and Parks Commission (RPC) for their recommendation.  RPC listened to GBYSL’s request to build temporary fields at their regular meeting on August 15, 2017.  RPC recommended that the proposal for expansion of existing fields at Moana Springs Park not be approved because it is not consistent with the terms of the existing plan and with the RPC’s strong commitment to the Moana Springs Aquatic Center.  The purpose of this agenda item is to report back to City Council on this matter and to receive additional direction on this request.     

 

Previous Council Action: 

June 4, 2017 - Council approved a three-year extension to the Option Agreement with SNCA.

October 22, 2014 - Council extended the Option Agreement with SNCA until July 18, 2017.

July 18, 2012 - Council approved an Option Agreement with SNCA for design, development, construction and operation of a replacement aquatics center at Moana Springs.

July 18, 2012 - Council approved a bid award for construction activities for grading, utility connections and accessible parking construction of facilities to support the soccer field.

July 18, 2012 - Council approved the Moana Flat Fields Development Agreement with Great Basin Youth Soccer League (GBYSL) and the Reno Youth Sports Association (RYSA) for construction of the soccer field.

June 13, 2012 - Council approved a bid award for demolition of the former Moana Stadium.

May 9, 2012 - Council approved the Moana Site Concept Master Plan, which is attached to this report.

February 8, 2012 - Council approved staff to proceed with decommissioning the former Moana Stadium.

 

Discussion:  The conceptual plan for the Moana Springs Recreation Center includes two soccer fields at 180 x 80 yards, an aquatics/recreation center, a reconfigured four-plex little league complex, neighborhood park components and related amenities.  The plan anticipated that major funding for construction of the sports fields and aquatics center would be raised through private sources, while City funds would go towards the neighborhood park elements.  The approved conceptual plan is attached for City Council to reference. 

 

The Option Agreements with SNCA are attached.  The Flat Field Development Agreement with GBYSL and RYSA expired upon completion of the existing improvements.

 

City and GBYSL completed the initial phase of construction of the Moana Springs Concept Plan in 2012-13.  This included construction of a flat field encompassing approximately 188,000 square feet of sod, fencing and accessible parking.  SNCA has been working with several private foundations for design and development of a new aquatics and recreation center and has developed a conceptual development and operating plan. 

 

GBYSL presented a plan to build temporary soccer fields on the land that the City is currently leasing to SNCA.  Attached is the GBSYL proposal. 

 

Financial Implications:  None at this time.

 

Legal Implications:  Legal review completed for compliance with City procedures and Nevada Law.
