Summary: Councilmember Naomi Duerr would like to allocate $500 from Council Donation Funds assigned for Fiscal Year (FY) 17/18 to Secret Witness to support their mission to solve crimes and improve public safety by generating information, not otherwise available, which helps law enforcement in preventing crime, arresting, and prosecuting suspects.

 

Financial Implications:  Funds are budgeted for Council Donations in the General Fund.

 

Legal Implications:  NRS 268.028(1) states that the governing body of a city may make donations to nonprofit organizations created for religious, charitable or educational purposes to be used for a selected purpose. The donated funds must be used to provide a substantial benefit to the inhabitants of the city. Council approval is required before the recommended funds transfer can take place.

RESOLUTION DONATING COUNCIL DONATION FUNDS TO SECRET WITNESS TO SUPPORT THEIR MISSION TO SOLVE CRIMES AND IMPROVE PUBLIC SAFETY BY GENERATING INFORMATION, NOT OTHERWISE AVAILABLE WHICH HELPS LAW ENFORCEMENT IN PREVENTING CRIME, ARRESTING AND PROSECUTING SUSPECTS IN THE AMOUNT OF $500. (GENERAL FUND)

 

WHEREAS, the City of Reno may donate funds in accordance with NRS 268.028, entitled “Expenditure of public money; grant of public money and donation of certain property to certain nonprofit organizations or governmental entities” when such expenditure provides a substantial benefit to the inhabitants of the City; and

 

              WHEREAS, Secret Witness, a 501(c)(3) nonprofit organization; is a partner in collaboration with law enforcement authorities to obtain information regarding criminals and any law violations, fugitives, and other related matters that will help reduce crime and make our community a safer place to live; and,

 

WHEREAS, Secret Witness provides a means for the public to communicate information anonymously about criminal and civil offenses and fugitives without the threat of retaliation; and,

              NOW, THEREFORE BE IT RESOLVED that the City of Reno approves the donation of the sum of Five Hundred Dollars ($500) to Secret Witness; and,

 

              BE IT FURTHER RESOLVED, that should the above donation or any portion thereof not be used for the purpose as set forth in this Resolution, any unused funds shall be returned to the City of Reno.
