Recommendation:  Staff recommends Council adopt Resolution No. ________ and approve the request to allocate a Council Donation to the Reno Philharmonic Association in the amount of $500.

Staff Report Formal Body

Summary: Councilmember Oscar Delgado would like to allocate $500 from Council Donation Funds assigned for Fiscal Year (FY) 17/18 to the Reno Philharmonic Association, a 501(c)3 nonprofit organization, to support their mission to increase diverse music education and community engagement programming.

 

Financial Implications: Funds are budgeted for Council Donations in the General Fund.

 

Legal Implications: NRS 268.028(1) states that the governing body of a city may make donations to nonprofit organizations created for religious, charitable or educational purposes to be used for a selected purpose. The donated funds must be used to provide a substantial benefit to the inhabitants of the city. Council approval is required before the recommended funds transfer can take place.

RESOLUTION DONATING COUNCIL DONATION FUNDS TO THE RENO PHILHARMONIC ASSOCIATION TO SUPPORT THEIR MISSION TO INCREASE DIVERSE MUSIC EDUCATION AND COMMUNITY ENGAGEMENT PROGRAMING IN THE AMOUNT OF $500. (GENERAL FUND)

 

WHEREAS, the City of Reno may donate funds in accordance with NRS 268.028, entitled “Expenditure of public money; grant of public money and donation of certain property to certain nonprofit organizations or governmental entities” when such expenditure provides a substantial benefit to the inhabitants of the City; and,

 

WHEREAS, the Reno Philharmonic Association, a 501(c)(3) nonprofit organization,  supports diverse music education and community engagement programming through five core programs including Discover Music, Family Concert, RPA Kids, Reno Phil Youth Orchestras, and the Young People’s Concerts; and,

 

WHEREAS, the Reno Philharmonic Association oversees and operates the professional orchestra, a symphonic chorus, three youth orchestras and numerous educational and outreach programs; and,

 

WHEREAS, the Reno Philharmonic Association believes music is a vital part of cultural life and every child should have equal opportunities for  high quality music education; and,

 

WHEREAS, the Reno Philharmonic Association host programs for students in a level of music education they would otherwise not have access to and connect them to resources to become life-long music listeners, learners, and, lovers; and,

NOW, THEREFORE BE IT RESOLVED that the City of Reno approves the donation of the sum of Five Hundred Dollars ($500) to the Reno Philharmonic Association, to support their mission to increase diverse music education and community engagement programming; and,

 

              BE IT FURTHER RESOLVED, that should the above donation or any portion thereof not be used for the purpose as set forth in this Resolution, any unused funds shall be returned to the City of Reno.
