Summary: Councilmember Oscar Delgado would like would like to allocate $500 from Council Donation Funds assigned for Fiscal Year (FY) 17/18 to the Women and Children's Center of the Sierra, a 501(c)(3) nonprofit organization, to provide anti-poverty education to women working to create a better future for their families.

 

Financial Implications: Funds are budgeted for Council Donations in the General Fund.

 

Legal Implications: NRS 268.028(1) states that the governing body of a city may make donations to nonprofit organizations created for religious, charitable or educational purposes to be used for a selected purpose. The donated funds must be used to provide a substantial benefit to the inhabitants of the city. Council approval is required before the recommended funds transfer can take place.

 

Ordinance or Resolution

RESOLUTION DONATING COUNCIL DONATION FUNDS TO THE WOMEN AND CHILDREN’S CENTER OF THE SIERRA TO OFFSET COSTS FOR SERVICES TO PROVIDE ANTI-POVERTY EDUCATION TO WOMEN WORKING TO CREATE A BETTER FUTURE FOR THEIR FAMILIES IN THE AMOUNT OF $500 (GENERAL FUND).

              WHEREAS, the City of Reno may donate funds in accordance with NRS 268.028, entitled “Expenditure of public money; grant of public money and donation of certain property to certain nonprofit organizations or governmental entities” when such expenditure provides a substantial benefit to the inhabitants of the City; and,

              WHEREAS, the Women and Children’s Center of the Sierra, a 501(c)(3) nonprofit organization,  provides education, job training, resources and support and empower women to escape or avoid poverty; and,

              WHEREAS, the Women and Children’s Center of the Sierra is dedicated to providing  individual education plans while working with clients to identify reasons for poverty, the lack of personal resources and the challenges toward self-sufficiency and provide resources and referrals for success; and,

              WHEREAS, the Women and Children’s Center of the Sierra provides a Gateway to Success program to connect women to employment opportunities through resume building workshops, assistance with job searches, mock interviews, transportation and child care; and,

              WHEREAS, the Women and Children’s Center of the Sierra, in addition to employment preparation services, offers women a diaper bank, English as a second language courses, high school equivalency courses, and crisis intervention; and,

              NOW, THEREFORE BE IT RESOLVED that the City of Reno approves the donation of the sum of Five Hundred Dollars ($500) to the Women and Children’s Center of the Sierra to provide a positive and educational program for women facing poverty; and,

              BE IT FURTHER RESOLVED, that should the above donation or any portion thereof not be used for the purpose as set forth in this Resolution, any unused funds shall be returned to the City of Reno.
