Recommendation and Proposed Motion

Recommendation: Staff recommends Council accept the staff report and direct staff to bring a resolution adopting updated City Council Rules. 

 

Proposed Motion: I move to accept the staff report and direct staff to return to City Council with a resolution adopting updated City Council Rules.

Staff Report Formal Body

Summary: The Reno City Council meetings are governed by Council Rules and Regulations adopted by resolution number 7467 on May 26, 2010 (“Council Rules”).  In recent years, the Subcommittee on Council Rules & Regulations has met to discuss revisions and updates to the Council Rules.  Staff has also met with the Mayor and individual Council Members to discuss changes they would like to see in the Council Rules.  Staff has circulated a draft set of new rules and has received City Council feedback.  Following the presentation at the November 8, 2017 Council Meeting, staff will be requesting direction from the City Council to move forward with a resolution to adopt the new Rules of the Reno City Council.

 

Previous Council Action: On May 26, 2010, the City Council adopted City Council Rules and Regulation by way of resolution number 7467.

 

Discussion:  Staff has circulated a draft set of new council rules to the City Council and has discussed the proposed changes and additions with individual members of the City Council.  Attached to this staff report is a summary document noting changes supported by multiple Council Members as well as proposed changes to the draft rules by individual Council Members. 

 

At the presentation, staff will discuss its recommendations for changes to the Council Rules as well as speak to the Council Member suggested changes.  Staff is looking for feedback from the City Council as to how it would like to proceed with the Council Rules and what, if any, additional changes it would like to see made to the draft rules.

Council Member Brekhus and Scott Gilles, Legislative Relations Program Manager, discussed the wording of various sections of the proposed revisions.

Discussion ensued regarding setting agenda items at a time certain.

Mr. Gilles provided an overview of the proposed changes to the rules.

Discussion ensued regarding the pros and cons of the practice of limiting questions on an item prior to a motion to 3 minutes with a 1 minute follow-up permitted per Council Member; and the request to remove Section 10.0 of the public hearings rules.

Mr. Gilles discussed the possibility of including electronic voting in the rules.

Discussion ensued regarding electronic voting and roll call votes; limiting comments after a motion has been made; agenda items requested by a Council Member; providing notice of absences to the City Clerk instead of the presiding officer; restricting the City Council from engaging speakers during public comment; placing timing constraints on the reconsideration of a vote taken at a meeting; allowing an appellant to present first at public hearings; clarifying that the Council Member from the ward in which a development is situated shall make the main motion; the prudence of removing existing language requiring Council Members to refrain from participating in or discussing items pending before an advisory board or commission on which the Council Member sits in a liaison role; and the request to remove section 10.1 regarding interference and direction by the City Council.

Mr. Gilles said that staff would work with the City Manager to finalize the language and bring back a resolution adopting the updated City Council Rules and Regulations.
