Recommendations: Staff recommends Council adopt Resolution No._______ and approve the request to allocate a Council Donation to the Holland Project in the total amount of $500.

Summary: Councilmember Oscar Delgado would like would like to allocate $500 from Council Donation Funds assigned for Fiscal Year (FY) 17/18 to the Holland Project, a 501(c)(3) nonprofit organization, to support its educational workshops and community projects for youth and young adults.

Financial Implications:  Funds are budgeted for Council Donations.

 

Legal Implications:  NRS 268.028(1) states that the governing body of a city may make donations to nonprofit organizations created for religious, charitable or educational purposes to be used for a selected purpose. The donated funds must be used to provide a substantial benefit to the inhabitants of the city. Council approval is required before the recommended funds transfer can take place.

 

Ordinance or Resolution

RESOLUTION DONATING COUNCIL DONATION FUNDS TO THE HOLLAND PROJECT TO SUPPORT ITS EDUCATIONAL WORKSHOPS AND COMMUNITY PROJECTS FOR YOUTH AND YOUNG ADULTS IN THE AMOUNT OF $500 (GENERAL FUND).

              WHEREAS, the City of Reno may donate funds in accordance with NRS 268.028, entitled “Expenditure of public money; grant of public money and donation of certain property to certain nonprofit organizations or governmental entities” when such expenditure provides a substantial benefit to the inhabitants of the City; and

              WHEREAS, the Holland Project, a 501(c)(3) nonprofit organization, is dedicated to provide art, music and culture by young people, for young people, with a focus on leadership, citizenship and life skills in a safe community venue; and,

              WHEREAS, the Holland Project is a volunteer-driven organization that provides more than 150 events annually for the community including live music events, art exhibits, contemporary literature discussions and events that promote open dialogue; and,

              WHEREAS, the Holland Project provides leadership development and educational classes in both scholastic and artistic endeavors for all participants; and,

              WHEREAS, the Holland Project seeks to further support Reno's arts and culture through its community programming; and,

              NOW, THEREFORE BE IT RESOLVED that the City of Reno approves the donation of the sum of Five Hundred Dollars ($500) to the Holland Project to offset costs for youth participation in its music, art, diverse workshops, and community projects; and,

              BE IT FURTHER RESOLVED, that should the above donation or any portion thereof not be used for the purpose as set forth in this Resolution, any unused funds shall be returned to the City of Reno.
