Recommendation:   Staff recommends Council adopt Resolution No._______ and approve the request to allocate a Council Donation to the Northern Nevada Literacy Council in the total amount of $500.

Staff Report Formal Body

Summary: Councilmember Oscar Delgado would like to allocate $500 from Council Donation Funds assigned for Fiscal Year (FY) 17/18 to the Northern Nevada Literacy Council, a 501(c)(3) nonprofit organization, to support their mission to provide classes and programs to improve career, educational and occupational skills for residents in the region.

 

Financial Implications: Funds are budgeted for Council Donations in the General Fund.

 

Legal Implications: NRS 268.028(1) states that the governing body of a city may make donations to nonprofit organizations created for religious, charitable or educational purposes to be used for a selected purpose. The donated funds must be used to provide a substantial benefit to the inhabitants of the city. Council approval is required before the recommended funds transfer can take place.

 

Ordinance or Resolution

RESOLUTION DONATING COUNCIL DONATION FUNDS TO THE NORTHERN NEVADA LITERACY COUNCIL TO SUPPORT THEIR MISSION TO PROVIDE CLASSES AND PROGRAMS TO IMPROVE EDUCATIONAL AND OCCUPATIONAL SKILLS FOR RESIDENTS IN THE AMOUNT OF $500 (GENERAL FUND).

WHEREAS, the City of Reno may donate funds in accordance with NRS 268.028, entitled “Expenditure of public money; grant of public money and donation of certain property to certain nonprofit organizations or governmental entities” when such expenditure provides a substantial benefit to the inhabitants of the City; and

                     WHEREAS, the Northern Nevada Literacy Council, a 501(c)(3) nonprofit organization, provides free educational classes and programs for local residents to learn English, develop occupational skills, acquire educational certificates and citizenship; and,

                     WHEREAS, the Northern Nevada Literacy Council provides classes to adults preparing for their high school equivalency certificate as an authorized test center; and,

WHEREAS, the Northern Nevada Literacy Council's Career Pathways program seeks to improve skills for post-secondary or trade occupations and assists graduates in finding
meaningful employment; and,

WHEREAS, the Northern Nevada Literacy Council provides an invaluable service to Reno residents seeking to become proficient in the English language; and,  

WHEREAS, the Northern Nevada Literacy Council's Family Reading program further assists with literacy skills in a family setting; and,

NOW, THEREFORE BE IT RESOLVED that the City of Reno approves the donation of the sum of Five Hundred Dollars ($500) to the Northern Nevada Literacy Council to support their classes and programs that improve career, educational and occupational skills; and,

                     BE IT FURTHER RESOLVED, that should the above donation or any portion thereof not be used for the purpose as set forth in this Resolution, any unused funds shall be returned to the City of Reno.
