Recommendation and Proposed Motion

Recommendation:  Staff recommends Council acceptance of a grant awards from the Nevada Division of Public and Behavioral Health, Substance Abuse Prevention and Treatment Agency, Substance Abuse Prevention and Treatment State Prevention Infrastructure Funds via Join Together Northern Nevada (JTNN) to the City of Reno Police Department ($14,400) for party car patrols to enforce underage drinking laws and to the City of Reno Code Enforcement ($8,640) for Social Host Ordinance compliance and authorize the Police Chief and Code Enforcement Manager to sign the respective grant documents.

Summary: Staff recommends Council acceptance of a grant award from the Nevada Division of Public and Behavioral Health, Substance Abuse Prevention and Treatment Agency, Substance Abuse Prevention and Treatment State Prevention Infrastructure Funds via Join Together Northern Nevada (JTNN) to the City of Reno to support the Police Department in enforcing underage drinking laws by conducting party car patrols in the amount of $14,400, and authorize the Police Chief to sign the necessary documents.

 

Staff recommends Council acceptance of a grant award from the Nevada Division of Public and Behavioral Health, Substance Abuse Prevention and Treatment Agency, Substance Abuse Prevention and Treatment State Prevention Infrastructure Funds via Join Together Northern Nevada (JTNN) to the City of Reno Code Enforcement Department to provide education and compliance with the Social Host Ordinance in the amount of $8,640, and authorize the Code Enforcement Manager to sign the necessary documents.

 

Previous Council Action:  Council approved grant awards from Join Together Northern Nevada for the Party Car Pilot program at the May 24, 2017 Council Meeting – Item B.5.

 

Discussion:  The purpose of this funding is to have RPD conduct party car patrols and provide citations for certain offenses such as minor in possession/consumption of alcohol and to allow Code Enforcement to provide education and compliance activities with the Social Host Ordinance.  JTNN provided the Reno Police Department and Code Enforcement Unit with money for a pilot program in May and June 2017 which proved to be successful.   JTNN has been able to find additional monies for up to 24 overtime operations from July 1, 2017 to June 30, 2018.

 

Requirements for Reno Police Department Grant:

§         Reno Police Department will conduct a minimum of 24 party car patrol operations during the course of the subgrant period. Dates to be determined in partnership with JTNN.

§         Each operation is budgeted at an estimated two staff x six hours x $50 hour = $600.

§         Officers will write citations for minor in possession/consumption of alcohol.

§         The officer writing the citation will enter information into a log sheet provided by JTNN and provide a card to the youth about the free BASICS (Brief Alcohol Screening and Intervention for College Students) program through Quest Counseling. JTNN will provide copies of the card to the subgrant contact.

§         Reno Police Department will submit the required log sheets provided with each reimbursement request. 

§         Invoices and reporting forms will be submitted within four weeks of each operation.

 

Requirements for Code Enforcement Grant:

§         The City of Reno Code Enforcement will conduct 24 operations during the course of the grant period in partnership with Reno Police Department targeting parties in and around the university area. 

§         Each operation is budgeted at an estimated one staff x six hours x $60 hour = $360

§         Code Enforcement will document and report to JTNN a summary of observations and outcomes from each operation and attach this with each reimbursement request. 

§         Invoices and reporting forms will be submitted within four weeks of each operation.

 

 

Financial Implications:  The City of Reno Police Department has been awarded a grant award in the amount of $14,400.   The City of Reno Code Enforcement Department has been awarded a grant award in the amount of $8,640. The term of each grant is from July 1, 2017 to June 30, 2018.  There are no match requirements.

 

Legal Implications:  The City, by accepting these grants, agrees to comply with the terms of the grant applications, provide information for evaluation to the granting organization, and provide reports as needed, which will be completed by the appropriate police department and code enforcement personnel. Failure to adhere to the grant requirements could affect future grant funding.

Council Member Brekhus and Jason Soto, Reno Police Chief, discussed an expansion of the program to address issues city-wide.

It was moved by Council Member Brekhus, seconded by Council Member Bobzien, to uphold the staff recommendation with the understanding that the program will be expanded to address issues city-wide.

Motion carried.
