Recommendation and Proposed Motion

Recommendation:  Staff recommends Council approval to utilize services provided by Scott’s PPE Recon, Inc. for the care and maintenance of personal protective equipment - turnouts, for an amount not to exceed $75,000 in accordance with NFPA 1851 and NRS 332.115(1)(c), and authorization for the Fire Chief to sign the purchase order(s).

Summary: Staff is requesting approval to utilize Scott’s PPE Recon, Inc., of Lodi, California for the care and maintenance of Reno Fire Department (RFD) firefighter turnout clothing pursuant to NRS 332.115(1)(c) in an amount not to exceed $75,000.

 

Discussion:  Turnouts issued to Reno Fire Department personnel are personal safety equipment and are based upon national standards established by the National Fire Protection Association (NFPA Standard #1971, 2013 Edition, and NFPA Standard #1851, Selection, Care and Maintenance of PPE) and Reno Fire Department standards approved by its Safety Committee.  These standards are based on specific field-testing of such protective clothing.  Firefighter turnouts are cleaned after every structure fire due to potential carcinogens that are trapped in the fabric of the turnouts, affecting firefighter safety.  At this time, there are a limited number of certified vendors nationwide capable of providing the specified turnout care and maintenance provided by Scott’s PPE, Recon, Inc.  

 

Financial Implications:  Funding for this purchase has been allocated and approved in the Fiscal Year (FY) 17/18 Fire Department operating budget. 

 

Legal Implications:  Pursuant to NRS 332.115(1)(c), this contract is not adaptable to award for competitive bidding as the repairs and maintenance of equipment, which may be more efficiently added to, repaired or maintained by a certain person.
