Staff Report Formal Body

Summary: Mayor Hillary Schieve would like to allocate $5,000 from Council Donation Funds assigned for Fiscal Year (FY) 17/18 to the Trauma Intervention Programs of Northern Nevada, a 501(c)(3) nonprofit organization, which are dedicated to ensuring that those who are emotionally traumatized in emergency situations receive the assistance they need.

 

Financial Implications: Funds are budgeted for Council Donations in the General Fund.

 

Legal Implications: NRS 268.028(1) states that the governing body of a city may make donations to nonprofit organizations created for religious, charitable or educational purposes to be used for a selected purpose. The donated funds must be used to provide a substantial benefit to the inhabitants of the city. Council approval is required before the recommended funds transfer can take place.

 

Ordinance or Resolution

RESOLUTION DONATING COUNCIL DONATION FUNDS TO THE TRAUMA INTERVENTION PROGRAM OF NORTHERN NEVADA TO SUPPORT THE SERVICES OFFERED TO VICTIMS OF TRAUMATIC EVENTS AFTER A TRAGEDY IN THE AMOUNT OF $5,000 (General Fund).

                     WHEREAS, the City of Reno may donate funds in accordance with NRS 268.028, entitled “Expenditure of public money; grant of public money and donation of certain property to certain nonprofit organizations or governmental entities” when such expenditure provides a substantial benefit to the inhabitants of the City; and,  

                     WHEREAS, the Trauma Intervention Program of Northern Nevada, a 501(c)(3) nonprofit organization, works closely with local communities to establish emergency services with well-trained citizen volunteers who are called to emergency scenes; and,

                     WHEREAS, the Trauma Intervention Program of Northern Nevada ensures those who are emotionally traumatized in emergency situations receive the assistance they need until victims involved in the crisis are able to depend on family and friends; and,

                     WHEREAS, the Trauma Intervention Program of Northern Nevada offers services to victims and their families free of charge, made possible by grants from local government, donations and fundraising efforts; and,

                     WHEREAS, the Trauma Intervention Program of Northern Nevada works with law enforcement, firefighters, emergency medical responders and hospital emergency room personnel to ensure victims are aware of their services; and,

                     NOW, THEREFORE BE IT RESOLVED that the City of Reno approves the donation of the sum of Five Thousand Dollars ($5,000) to the Trauma Intervention Program of Northern Nevada which is dedicated to supporting community members who are emotionally traumatized in emergency situations; and,

                     BE IT FURTHER RESOLVED, that should the above donation or any portion thereof not be used for the purpose as set forth in this Resolution, any unused funds shall be returned to the City of Reno.
