Staff Report Formal Body

Summary: For Council adoption is a resolution accepting the street sections offered for dedication to Washoe County by the Official Plat of View Crest Estates.  The property was subsequently annexed to the City of Reno by Annexation Ordinance No. 3621 (Exhibit A).  A portion of West Huffaker Lane and Del Monte Lane have been reviewed and approved by staff and may now be accepted by resolution.  Staff recommends Council adoption of the attached resolution.


Background: At the time of the final map approval, the County rejected the offer of the streets.  Following the construction of the improvements associated with View Crest Estates, the property was annexed to the City of Reno.  The County did not accept the streets prior to the annexation to the City of Reno.  State law provides the County or City the ability to reject the dedication offer with the offer remaining open until such time as the streets are constructed to County or City standards.  The County did in fact reject the dedication offer in its signature block on the map's title sheet.  Upon completion, the City can adopt a resolution accepting the streets without further action by the developer.


The Owner, View Crest Estates, had the public utilities and streets associated with this development constructed.  The construction was completed according to the requirements of Washoe County at the time and was accepted by the City of Reno when the property was annexed in January of 1988.


Financial Implications:  None at this time.


Legal Implications:  Legal review completed for compliance with City procedures and Nevada Law.

Council Member Duerr and John Flansberg, Director of Public Works, discussed details of the proposed acceptance of streets.
