Recommendation and Proposed Motion

Recommendation:  Staff recommends Council approve this agreement with Balance Hydrologics Inc. for storm event monitoring and reporting in the amount of $115,053, and authorize the Mayor to sign. 

 

Proposed Motion:  I move to approve staff recommendation.

Staff Report Formal Body

Summary: The Truckee Meadows Storm Water Permit Coordinating Committee (SWPCC) requested a proposal from Balance Hydrologics, Inc. (Balance) for regional storm water quality monitoring through June 30, 2017 to ensure compliance with the National Pollutant Discharge Elimination System (NPDES) permit.    Staff recommends Council approve the agreement.

 

Previous Council Action:

June 15, 2015: Council approved an agreement with Balance Hydrologics, Inc. for Truckee Meadows Regional Storm Water Quality Monitoring in the amount of $129,187.

 

June 17, 2015: Council approved a fourth amendment to the interlocal agreement (ILA) with the Western Regional Water Commission for funding the Truckee Meadows Storm Water Quality Management Program through Fiscal Year 2015/16 in an amount not to exceed $262,500.

 

December 10, 2014: Council approved an amendment to the agreement with Balance Hydrologics, Inc. for Truckee Meadows Regional Storm Water Quality Monitoring in the amount of $49,048.

 

June 25, 2014:  Council approved a third amendment to the ILA with the Western Regional Water Commission for funding the Truckee Meadows Storm Water Quality Management Program through Fiscal Year 2014/15 in an amount not to exceed $262,500.

 

April 16, 2014:   Council approved an agreement with Balance Hydrologics Inc. for Implementation of the Truckee Meadows Regional Storm Water Quality Sampling and Analysis Plan in the amount of $95,113.

 

June 19, 2013:  Council approved a second amendment to the ILA with the Western Regional Water Commission for funding the Truckee Meadows Storm Water Quality Management Program through Fiscal Year 2013/14 in an amount not to exceed $262,500.

 

June 27, 2012:  Council approved an ILA with the Western Regional Water Commission to extend funding for the Truckee Meadows Storm Water Quality Management Program in an amount not to exceed $262,500 through Fiscal Year 2012/13. 

 

Discussion:  The City of Reno, City of Sparks, and Washoe County are co-permittees on a municipal National Pollutant Discharge Elimination System (NPDES) permit for the Truckee Meadows.  One required permit element is water quality monitoring in accordance with the regional Truckee Meadows Sampling and Analysis Plan (SAP). The regional sampling plan includes characterization of water quality data in ambient conditions and storm events, requiring expertise and equipment and around-the-clock availability. Balance was first retained by the City on behalf of the SWPCC in April 2014, when they were hired to instrument and manage storm event sampling, and monitoring.  This agreement with Balance provides a report for 2016 monitoring activities, updates the SAP, and provides storm event monitoring through FY16/17, meeting MS4 permit requirements. 

 

Balance brings expertise and value added benefits to the Committee.  The SWPCC requested a  Scope of Work which was approved by the SWPCC at their June 23, 2016 meeting.

 

Financial Implications:  The City of Reno will administer this agreement and be reimbursed for costs. The agreement with Western Regional Water Commission funds storm water program expenses through the Regional Water Management Fund.  The Nevada Division of Transportation (NDOT) reimburses 25% per the storm water protection interlocal agreement between NDOT, City of Reno, City of Sparks, and Washoe County.  See Table 1.
