Recommendation and Proposed Motion

Recommendation:  Staff recommends Council approve the contract with Reno Tahoe Construction in the amount of $109,000 and authorize the Mayor to sign.

Staff Report Formal Body

Summary:  Reno Tahoe Construction, Inc. (RTC) submitted the low bid for construction of the Cemetery Drain Water Quality, Erosion Control and Drainage Project at the bid opening held on July 1, 2016.  RTC’s bid was $99,000 plus the $10,000 contingency for a total of $109,000 ($77,500 Truckee River Fund, $31,500 Sewer Fund).


Previous Council Action:

June 15, 2016 - Council approved a Storm Drain Access and Drainage Easement between Mountain View Cemetery and the City of Reno (APN: 006-250-51).


November 18, 2015 - Council accepted a Grant from the Truckee River Fund for construction of the Cemetery Drain Water Quality, Erosion Control and Drainage Project in the amount of $77,500.


January 14, 2015:  Council approved an agreement with Cardno ENTRIX for engineering and design services at Cemetery Drain, Warren Estates Unit 1 and Skyline Heights Unit 4/4a in an amount not to exceed $94,087.


Discussion:  Channel stabilization improvements are needed in the wash along the west boundary of Mountain View Cemetery; approximately 1500 feet upstream from the Cemetery Drain box culvert (located near 2429 West Fourth Street). Sediment and debris routinely clog the box culvert resulting in intensive maintenance by Public Works personnel.  Construction of bank stabilization, grade control structures and a large sediment basin will significantly reduce sediment and debris carried by storm water runoff and reduce maintenance at this location.

The original engineer’s estimate including force account was approximately $77,500.


Financial Implications:  Funding of this project is provided by a $77,500 grant awarded by the Truckee River Fund with the remaining $31,500 from the Sewer Fund.


Legal Implications:  The Informal Bid process was followed based on the original engineer’s estimate of $77,500.  Three contractors received bids documents via email.  Verification of receipt of bid documents was received by each contractor.
