Voters elected Oscar to represent Ward 3 in 2012. Ward 3 is an area of northeast and central Reno, which includes the Wells Avenue and Mira Loma neighborhoods, as well as neighborhoods east of the University of Nevada, Reno.
As a member of the Reno City Council, Oscar brings to the Council his education, experience in the construction industry, understanding of economic development, and practice within the social service/community outreach sector. These elements, in addition to listening and meeting with his citizens and businesses, and critically analyzing the general direction of Reno, will contribute to the overall effectiveness of the City.
Before his election to the Reno City Council, Oscar worked as a Care Coordinator for Access to Healthcare Network in Reno; a Program/Policy Analyst for Washoe County Juvenile Services; an Economic Development Intern for Avalon Housing in Ann Arbor, Michigan; a Community Planner for People’s Community services in Detroit, Michigan and a HUD Program Coordinator at the Urban Planning Department for the University of Michigan in Ann Arbor, Michigan.
Oscar has spent time as a carpenter and youth advisor. He worked for Washoe County Juvenile Services and was a Youth Coordinator/Caseworker for the Boys & Girls Club of the Truckee Meadows.
He was also a Bilingual Family Service Specialist for the Nevada Department of Health and Human Services.
Oscar says his most important accomplishment to-date is being elected as a Reno City Council Member.
Oscar has lived in the Reno-Sparks area since he was four years old. He is a graduate of Sparks High School. Oscar received Associate degrees in Liberal Arts, Ethnic Studies and Social Science from Santa Ana College in Santa Ana, California. He earned a Bachelor of Arts degree in Geography from the California State University in Fullerton, California. Oscar also garnered dual Masters Degrees in Social Work (MSW) and Urban Planning (MPU) from the University of Michigan in Ann Arbor, Michigan.
Among his awards and honors, Oscar won the Nevada Young Professional Network and Reno Gazette-Journal “Top Twenty under Forty” recognition in 2012; an American Planning Associate Scholar honor in 2010; a University of Michigan Merit Scholar award from 2008 to 2010; and a Boys and Girls Club of Truckee Meadows Male Youth of the Year recognition in 1999.
Oscar is passionate about finding solutions to our City and region by working directly and creatively with neighborhoods, business and youth.
Additionally, he is passionate about creating and fostering an environment that values education.
Most people will find Oscar spending his time with his family, volunteering at an event or for a non-profit, or jogging with his wife at a city park.
Oscar volunteers for the Boys and Girls Club of the Truckee Meadows. He is a Board Member of Access to Healthcare Network.
